Remove as must dust as possible.

Turn the lamp off and let it cool.
Rinse the rag and wipe the spot gently again.

Paper or parchment lamp shades.
Use soap and water or any other detergent that is safe and then gently scrub to clean.
Detach the shade from your lamp and get totally wet to rinse off anything loose.
Plastic or fiberglass lamp shades.
For extra lampshade whitening choose a laundry detergent that contains oxygen bleach.
Spray a tiny bit of shout fabric spray on a damp cleaning rag and scrub the stain gently.
Use a tub large container or sink to do the work.
Take off the shade.
